what about the talking Win10PE using a version of NVDA? there is an ISO for installing to a bootable USB drive.

That's a really useful and comprehensive article.
That being said, what's generally "the big problem" is that no
screen-reader support is available prior to the loading of the operating
system, and all of these things are done during the part of the boot
sequence prior to the operating system loading.
I have yet to encounter an instance where there is speech feedback for
these actions. If anyone knows how to get it then please share.
