That's a really useful and comprehensive article. That being said, what's generally "the big problem" is that no screen-reader support is available prior to the loading of the operating system, and all of these things are done during the part of the boot sequence prior to the operating system loading. I have yet to encounter an instance where there is speech feedback for these actions.
