We no longer own Quicken, so I can't make statements for Quicken 2017, but the team made significant changes for Quicken 2015 and Quicken 2016 to work with screen readers. There is a small JAWS script that should come as part of the JAWS package that helps with a few components. Are you having problems with a specific task?
Also, the Quicken apps for iOS and Android work pretty well and can be much quicker at basic tasks than the desktop product.
