To create a signature is in the same spot as previous versions.
Alt f for backstage, followed by t for options, press m for mail, , tab to the signature button and press spacebar, tab to the new button and press spacebar.
From here it's a complete mess in my opinion...

Many sub-dialogs in Outlook, various versions, have been hit-and-miss over the years. I don't think it's a bug with JAWS, as much as it's MS tinkering with their UI and making it more or less difficult to do things. Try using the JAWS cursor when you're looking for that signature dialog.

Go to where you can hide/show your system tray icons, make sure to show
icon for the clock, then you can find it in the system tray, press enter
it and select "Options" where you can then select which tone to play and
you want to play only hourly chimes (the default) or also half hour and
quarter hour chimes.
