I'm not sure why I needed a microsoft login, but I just used my hotmail
account as my login.
As far as the link goes, when I tried to put it into an email, it took
up more than one line.

I can access that page whether or not I'm logged in to a
Microsoft Account. I've never known of a Microsoft support page
that doesn't allow open access.
