If you are eligible to receive JAWS 13 it has "convenient OCR" built in, that purports to work very well for this. If you happen to own Openbook 8 or 9 you should have Freedom Import Printer, which allows you to send the document to that printer, and have it recognized and converted by Openbook. Other OCR software will also allow you to either directly convert the document, or if you print it out, allow you to scan in the printed pages.
