It can read a page of a document, so that certainly qualifies it to be reading a document. Perhaps it's better to make sure you qualify what you mean. I suspect you are saying that it does not readily replace an OCR like Openbook or Kurzweil?

JFW 13 does have a limited OCR feature, useful for reading unlabeled or graphical controls. It is not useful for reading documents.

I'm totally serious, at least that's what the JAWS site says. It works with graphical text and they used a setup file to demonstrate it. I'm trying to find out more, but there isn't much info about it now. Guess I'll find out next week.
