Okay, Brian, if I understand the site, I download and install both the VLC 64 package and the library package, and install in that order? Also, will the former install on top of the current installation?

It gets better, someone has done a VLC installer with libaacs bundled. See this page under the area, Windows Bundles with DLLs, most specifically the link for the VLC 2.x bundle. They also have a bundle to get libbdplus if it turns out you need it.
