On installing a new Vocalizer voice, JAWS says to close JAWS. I found I had to reboot.

Thanks, Soronel. It was even more basic than that. I hadn't clicked on the downloaded file! I can thank a bad night's sleep for that.

You have to enable Vocalizer Direct separate from Expressive in
Synthesizer and Braille manager. That is found under Utilities on the
jaws menu.
