I've been playing. When I plug in a USB that is bitlocker protected, I get a toast which I can read with Windows + V. Like you, Enter and Space do nothing for me. But I can Tab twice - first time I get to "Dismiss this notification", second time JAWS says nothing, but if I then press Space, it opens the necessary screen for entering the password. So the steps that work for me are Windows + V, Tab, Tab, Space. The toast only stays on screen for a few seconds, so I have to be quick!
