It cleans out junk--bits and pieces from old programs. Windows programs uninstall routines usually rely on the uninstall protocol in Control Panel, which is not thorough. So your registry gets gunked up with references to programs that are no longer physically there. Even a JAWS clean uninstall, which I suspect is more thorough than most, will leave things like a talking installer, FS Reader, Etc.
