Okay, thanks. Yeah, I guess I was hallucinating. Thanks for the permanent
rate change shortcut.

Too bad it's not sticky for the program, though. That seems like it would be
useful.

I have always noticed the rate change back to original rate when switching
between programs.
However, if you press the control plus windows and alt keys together with
the page up or page down keys you can quickly set your speech rate on the
fly.
