If this is the sort of thing you can post a link to, someone maybe able to confirm this is the problem before you go to a lot of trouble to learn how to OCR it.

It must be a scanned copy. Do you have a later version of Jaws that has the
OCR feature? If not, do you have Kurzweil or Openbook? You can save the file
and read it using K1000 or Openbook.
