I remember one several years ago that turned every document into a template. What version of Office? Word 2010 will let you remove the protection on a document by document basis. This may be small comfort, if it turns around and saves as read-only again, but at least you could edit it. As far as I know, there is no global way to make all files save as not read only. that must be aggravating to have happen.
