And the prior name you are thinking of is "Home Row Utility".

I just tried the above in a program that I have set to speak all
punctuation, changed to none and then had it speak some text. As far
as I can tell it didn't make any difference. Yet when I tried the
same thing again it remembered the punctuation level I had set,
perhaps it only applies the punctuation level to the utility mode.
I'm certainly not aware of any other way to change the punctuation
level without going through the voice profile screen.

does not read them unless I go character-by-character.

I think I posted this a while back, but I never figured out how to fix
this.
In every application, Jaws says Apostrophe too many times. for example
'hello' said john
I hear: apostrophe hello Apostrophe Apostrophe said john.
What gets really annoying is when you have something like:
'orange' 1 'apple' 2 'pizza' 3.
There are way to many Apostrophes in there!
