Dean Martineau's newsletter today points to ZCaptcha, which claims to

CAPTCHAs for blind computer users. The website indicates a charge of
$0.21,
presumably per CAPTCHA, and asks registered users to be patient because

process can take several minutes. In my experience, Webvisum is almost
instantaneous, but it is also no longer being kept in date. ZCaptcha
started
just on Monday, September 10.

The owner of the website is Brandon Olivares, who owns at least one other.
Elsewhere, I found this self-description:
