Try holding down the control key and then tap the caps lock key.  If you inadvertently press this key combination, this might be the problem.  When you press this key combination it sets the default to opposite of the normal caps/lowercase function.

I updated Jaws 2022 and installed Jaws 2023. The problem is Jaws caps
lock is not working in 2022 and 2023 since the two updates. I have Jaws
keyboard layout set to laptop. The Jaws insert key is working on the
numeric keyboard correctly for both 2022 and 2023.
